Catherine Mulligan is an Advanced Research Fellow at the Institute for Security Science and Technology at Imperial College London. Her work focuses on how digital technologies can strengthen resilience and sustainability across society. With a background spanning computer science, economics, and digital transformation, she explores the potential of emerging technologies to drive meaningful change.
Catherine has advised governments, corporations, and NGOs on digital strategies and co-founded the world’s first academic centre dedicated to blockchain and cryptocurrency research at Imperial College. Over her career, she has secured more than £6.1 million in research funding.
She has contributed to major global initiatives, including the United Nations’ efforts on digital cooperation and served as a Fellow of the World Economic Forum. Her industry experience includes leadership roles in consultancy and technology firms, where she managed large technical teams across Europe. She has also shared her expertise through teaching, leading an MBA elective on digital transformation at Imperial College Business School.
Catherine earned her MPhil and PhD in Engineering for Sustainable Development from the University of Cambridge. She has written eight books on mobile technology and innovation, chronicling the evolution of the communications sector over five decades. Her work in smart cities and digital standardisation includes roles with the Open and Agile Smart Cities initiative and ETSI. She was also a Visiting Fellow at the Glasgow School of Art’s Institute for Design Innovation.
